Was Shannen really to blame for the Prue-Centric episodes?

We all know the popular tabloid that the reason so many episodes were Prue-centric before Shannen left was because she had a huge ego. And that it just kept getting worse that by Season 3 almost all episodes revolved around Prue even those that were supposed to be for other characters like Piper's wedding episode because Shannen was losing the limelight to Alyssa and thus felt threatened. In turn leading her to demand the script to revolve around Prue and hog the episodes that were supposed to be devoted to the other Sisters so Shannen can attempt to become the most popular.........................

However TVTropes stated that Constance's fav was Prue, so much that she even treated her like shoe-in and gave her many of her personality traits (such as being bookish and artistic). Like a wish-fulfilling self-insert. Thus why so much focus on Prue.

If what TVTropes state is true than there is whole other insight revealed that shows that the news media esp tabloid did not really know what was going on set.
